Pastor Maldonado’s wheel: where is the grid penalty?

Shouldn’t there be some kind of either race exclusion, or grid penalty to pastor Maldonado’s wheel incident?
The team is getting fined €60,000 much like Webber in Germany.
@matt90 – Because he’s Pastor Maldonado, so it’s obviously his fault.
The incident is no different to a team releasing a car from the pits without a wheel properly attached, only a little more dramatic. Given that the recent trend has been for drivers to get reprimands before grid penalties, the suggestion that Maldonado should be excluded from the race is an extreme one and is clearly judging him to be guilty because he is Pastor Maldonado.
